tazman, you can buy them for $10 a month. I wouldn't buy a RS from anyone because it is so easy to reclaim the account. Even if the buyer changes the password.

It's a risky business in purchasing MMO accounts as the person can chargeback, reclaim etc. Be aware of who you're purchasing from.
